Dinglin holds a Bachelor of Computer Science from Yunnan University.

Dinglin served as the Deputy Chief Engineer of the Development Center of the Head Office of Bank of China (BOC). The new-generation settlement system led by him won the Second Prize of the National Science and Technology Award, and it is still a core module in major banks in China. He was also a founding partner for leading the development of a bank encryption system for a listed company.
